Here is suggestion, for a test:
1.) Open the perspective you want and dock a "View" where you like it.
> Window > Show View
2.) Do a "SAVE AS" to replace the Perspective
> Window > Perspective > Save Perspective As...
This saves your docked view...
3.) Restart RDI to verify that the perspective help the new docked view
> File > Restart
You could reset your perspective back to the defaults:
Windows > Perspective > Rest Perspective...
Last Resort, you might have to create a new workspace.

Thank you Mike and John. I left the app open when I left for the night and this morning the perspective that was messed up now looks back to normal. Not sure how that happened but happy to have it back to normal!
