You need an IBM user-id, which is free...

Now the PAID version is better, and has more features. But, there is a "FREE" version, which I use with RDI 9.6.0.6. which is based on Eclipse Neon...

That is correct, the version of DS that works with RDI is now only available through the entitled download sites I believe.
