This is a new sp. I confirmed the external program only exists in my
development library.
So the sp only exists in my dev library as does the external program.

Is there more than one object by the same name? I mention it,
because this is common in my shop so when this happens to me it is usually
a library list issue. Meaning, one object has the SEP on it but it is the
other object that is getting executed.
