Installation Manager checking for Updates fails

Installation Manager Version: 1.8.9
Internal Version: 1.8.9000.20180313_1417
Architecture: 64-bit

Has anyone else experienced errors attempting to retrieve updates from over the internet?
I had to specify an HTTP_proxy, which seems to be getting through, but then I get the errors below.
