I would have done that but we use emailing/faxing software that will not use
the overlays. They have their own overlays.

This doesn't directly answer the question, but you may want to consider an
alternate approach if the form is complex.
1. Create the form in Visio
2. Print it to an overlay with an AFP printer driver 3. Import it with
Navigator for i to an *OVERLAY 4. Print the text only print file with the
overlay.

You can do cool things with Advanced Function Printing, but you'll probably
need a printer nearby for all the tests.

I share your frustration with RDi when designing print files.
