Your understanding is spot on. RDi won't attempt to connect until it needs to.
What may have changed from 9.0 to 9.6 is what Live Outline is trying
to do behind the scenes.
I myself just work offline before exiting.
I don't think there is an all-encompassing 'do not try to connect' setting.
