Yes. Anything in the CTL-OPT statement (or H spec) is always processed,
no matter whether the command is CRTSQLRPGI, CRTBNDRPG, or CRTRPGMOD,
and no matter whether the compile is done from the command line, PDM, or
RDi.
I second Dan's suggestion of adding *DCLCASE to the PGMINFO keyword. The
generated PCML is usually nicer, since it has the same mixed-case names
you use in your RPG declarations instead of all ugly uppercase.
