It does run on Win 8.1, if you can find a copy.

IBM had a great product - InfoPrint Designer.
IBM then stuck a whopping price tag on it so nobody purchased it.
IBM then stopped updating it so anybody that did have it would eventually
stop using it.
We still use it, have a Windows 7 VM with it installed as it won't install
on anything later. Why ? because we have over a hundred formatted
documents created with InfoPrint Designer.
Really going to have to address this in the near future
