Buck,
Must be a Win-Blows Error, Java, or something else...
My CPU chip rarely going above 20% percent, according to the task manager.
But, My slow-speed laptop HDD goes at 100% when I first boot up my laptop. And Java eating up the most of the Hard-drive resource. Top percentage....
I have seen in the middle of the day; our corporate anti-virus sometime sucks up a lot of resource on my laptop...
Strangely, my step over/Step into shortcut keys stopped working. That had not happened to me in a long time...
I did get a whole bunch of messages in the error log. Which I hate to open a PMR. Because I always get asked can you "repeat it"... Which is usually 98% of a "NO"... Because I do not know what caused it in the first place...
Here are some Error-Log Messages:

Oh well, I guess I will send my Error-Log to IBM again for analysis... on my open PMR...
PS. Restarting Win-Blows seemed to resolve it. Although that took approximately 13 minutes.

And now trying to add a S.E.P., I get the message: "Server: CPF7102 Unable to add breakpoint or trace."
If I got this I'd look at the job log to see what the reason code was.
Oh well, I guess I will try to reboot my laptop too. Don't know what else to do...
I'd try ENDDBGSVR and STRDBGSVR before rebooting my PC.
