It's not a question of SWMA. I'm talking about times where IBM said the new version is new software, so you have to buy it even though you had SWMA for the current version. It may well be a more common in my memory than it was in reality, but "once bitten, twice shy".

I don't think it was spotty. My recollection was that some incremental updates are provided without the need for a SWMA, but other major releases do require it. Maybe that is where you were thinking it was spotty. There have been time when we had issues with getting actual license keys when the product was rebranded and the license key people weren't up on new packaging for things like RBD, but that eventually got worked out with an inforce SWMA.
