That's a new one on me. It seems to point to RDi trying to authenticate
to Windows for something. Places that might provide some clues:

Preferences > General > Network Connections
Preferences > Remote Systems

Basically, try to think of anything that's on your Windows account that
RDi might want to update. Git, Subversion, or some other sort of local
source version control that might be pushing to Windows in the
background. Look at Help > About Rational Developer for i and see if
there is a plug-in that was installed that you may not be thinking of at
the moment. While you're there, what version of RDi do you have?
