I'm pretty sure I messed up Apache. I am thinking I might be able to
reinstall Apache but concluded I better stop fixing it before I do even more
damage.

So let's redirect your thinking for a moment. RDi uses a whole bunch
of open source stuff. Most of that stuff is part and parcel of
Eclipse. Apache Axis is one of those open source bits. The Apache
Foundation is responsible for a whole pile of open source projects,
including the eponymous web server.

So the fact that 'apache' is in the error message you get during RDi
startup does NOT indicate that you have a problem with the Apache Web
Server. It actually means what it says: RDi can't find
org.apache.axis in the '\shared' directory.

Here is what my RDi looks like at home:

c:\ibm
c:\ibm\rdi95
c:\ibm\rdi95\configuration
c:\ibm\rdi95\dropins
c:\ibm\rdi95\features
c:\ibm\rdi95\jdk
c:\ibm\rdi95\lum
c:\ibm\rdi95\p2
c:\ibm\rdi95\plugins
c:\ibm\rdi95\rdi
c:\ibm\rdi95\readme
c:\ibm\rdi95\uninstall
c:\ibm\shared\
c:\ibm\shared\AgentController
c:\ibm\shared\atoc
c:\ibm\shared\extra
c:\ibm\shared\features
c:\ibm\shared\native
c:\ibm\shared\plugins

Do you at least have these 'top level' directories? Especially
shared\features and shared\plugins. org.apache.axis is a directory
inside shared\plugins. It'll be named with a version and a timestamp.
In your case, the version ought to be 1.3.0, according to the error
message,

It's kind of a weird question, but were you using Windows File
Explorer on these directories? Is it possible you accidentally
dragged shared (for example) into another directory, and now the tree
is not what RDi expects?

(Yes, IBM® Rational® Developer for i V9.0. License says "Permanent,
Trial")

Welp, I'm quite sure I don't have one that old, but the directory
structure hasn't changed that much in the v9 series, so I think you
will have something to compare against.
