Consider calling it in; I don't speak for IBM (most days I'm not
competent to speak for myself!) but I think they might want to find a
performance issue like this.

Separate things to try, for the purposes of diagnostics:
1) Turn off Live Outline
2) Create a new workspace
3) Start RDi -clean
