Found this in the archives. The key for me was to define a screen, not
just work with a record. Once that was done, I could see the indicator tab
as described in the post.

Here is the main helpful text:
Assuming you have the same configuration as I do in the DDS Design
perspective, above your preview is a tab that should have the label
"Preview page screen controls". Within this tab there are tabs labeled
Records, Indicators and Values. You want to select the Indicators tab. From
there you can create an Indicator Set and select the condition of the
indicators to test with. You can also use the Values tab to simulate what
the values are in various fields. Hopefully this is what you're looking for
