When you edit XML the editor creates two views in the edit window - one on top of the other and with selection tabs at the bottom much as it does when editing printer or display files.

One of the tabs is “Design” and you cannot change the tags there (although you can to a limited extend via a right click) the other is “Source” and you have full editing capability there.
