How to unlock the Rational Developer toolbar? I'm using 9.1.1.1

and I can move sections of the main toolbar but when I exit Rational
Developer and get back in the arrangement of the toolbar goes back to

what

it was. How can I save my rearrangements of the toolbar? Saving the
perspective doesn't help. Thanks.
