FWIW – I’ve been using multiple connections for each of my “environments” since the old WDSc days. That’s worked well for me (your mileage may vary). I can share filter pools if need be.
Also, to switch your library list, you could always run a command from the command line in Object Table or Commands Log views for that connection. I do that when I need to remove some of the riff raff libraries from my library list before compiling.

I used to use the multiple connection development scenarios but for some reason attributes like compile commands are not copied if you duplicate a current connection to alter the library list. Here is a RFE to fix this problem,

So now I just use one connection and rely on filter pools to help sub divide my work better.
I was hoping the IBMi Contexts might provide for a way to group filters and command actions together but alas it seems to not be that useful.

But another tip, you can have multiple connections defined to the same physical box. Each with it's own library list and set ob object lists.
This way you don't have to manually switch the library list around.
Only downside is that you have to double check the connection you're specifying when you use the "Open Member" keyboard shortcut.
