I don't know if there's another setting that is causing this behavior, but
I do know that this wasn't an issue in RDi 9.1.n.

Now I'm searching my 9.1 config to see if there's a setting I can use to
keep SEP definitions across RDi restarts. That would be really cool,
but out of the box it never did that for me.
