I went to the link and the first option you have is viewing the existing RFEs on the overview tab. When I entered the Product on the overview's search, then hit the submit tab, all the product, brand, and product family options were set for me. If I started with "All brands" and "All products" on the search before I went to the submit tab, the product box is empty. I typed "dev" into the empty product box and could pick "Developer for Power Systems" from the list presented. When I did that, the brand and product family were defaulted to the correct values.
In both cases, I could select the component and operating system after selecting the product.
The sequence for a new RFE appears to be:
Product: Developer for Power Systems
[Brand: Servers and Systems Software]
[Product family: Programming Languages]
Component: RPG/COBOL Development Tools
Operating system: Windows
Or you can select the Brand and Product from the overview tab before you create a new RFE.
Also, there is a radio button above the product selection on the new RFE tab. You can use that to change the list of options you are presented with, but all it does (after playing) is allow you to select all 5 options in the sequence you've listed in your post.
I am using the latest Chrome as my browser (if that makes a difference here, because it does in the infocenter part of IBM's domain.)

But the only one I can see is the first. There is not programming option under that category and so the others can’t of course be selected.
