I then "Edit Source Lookup Path..." and point it to the source on
our DEV partition.

However, I need to do this again and again every time I run a debug.

Isn't there some way to make the source lookup path "stick"? I
vaguely remember this question having been asked some releases back.

This sounds like RFE 67044 which lists a "Delivered" status and is on the
fix list for 9.5. But I've no idea how it's supposed to work.
