I am one of the ones whose Firefox claims Bad Request on with several
IBM sites. So I tested these two . First, I cleared the cache, exited
Firefox and restarted it. Bad Request on the RFE site.

Then I deleted all the IBM cookies - only the IBM cookies. Did not
bother to end Firefox and the RFE site works, as does Developerworks.
