You did not mention if you checked the service program date and time after using UPDSRVPGM
Your description leads me to think the program object being debugged was not the one updated by UPDSRVPGM

I've seen this twice...
I have a SQLRPGLE source member... I edit the code to change the SQL statement slightly. Compile the SQLRPGLE creating the module, then use UPDSRVPGM to update the service program of the same name. This is the only module in the service pgm.
While in RSE view (source still open), I set a breakpoint and a service entry point.
From the green screen, I invoke a program that uses the service pgm.
When I get to my breakpoint, the SQL statement has not changed. What's more concerning is that the RSE view of the source member is now missing the changes I just made.
If I close the source member (w/out saving) and reopen, my changes are still there.
