When I try to monitor the variable I get the following error:

CRRDG3137 Failed to monitor given expression.
Server: CPF7E10 Internal error occurred.

Sounds like you're talking about hovering the mouse cursor on a
variable. That support had some issues in the 8.5 time frame. If hover
doesn't work, try right clicking the variable and putting it in a
Monitor view.

A second issue, is running debug itself. I have a program that has
multiple procedures. I place a break point on each call and on the
first
line of the procedure, I then use the F5 to step through the program and
it works fine for the first procedure but then the cursor starts showing
up on the comment lines, D specs, etc. and then just ends with an
error.

Check that your library list really is what you think it is. Don't use
EDTLIBL, use DSPLIBL - you'll see all the libraries that way. Also, you
may have an old source version in your cache. Try clearing the cache
and see if that helps. Are you using iProjects?
