Jon,
I haven't fully researched this, but my guess is that Record Access Service
is the DDM server which is used for accessing source members. But you say
that you can read source members so I might be wrong.

That was my guess Buck - but this is a bank and so getting firewall ports
opened means a papal decree and evidence of why it is needed. Right now I
have no idea _why_ I need it (if indeed I do).

My Verify shows a successful connection to Record Access Service. This
is interesting because we have the plain old RDi. No EGL, no business
developer, nothing but green screen stuff. Also, we have authorised
licences, not floaters so it's not trying to call home to authenticate
the RDi user.
So does anybody know what it is used for? And what server needs
- but we can find zero information about this one.

I did a NETSTAT *CNN and looked for the typical IBM i services like
as-signon, as-netd, etc. As to what starts the service, I'm rather
thinking that a firewall is blocking the port.
