Unless I misunderstand your statement, the CL outline does show subroutines.
It would be nice if it was more robust however.

It does have a very rudimentary outline view, in my experience. It shows only labels.

Now that subroutines are usable, it might be nice to add those. And to add variables, at least.

Is there an RFE for this?

And there is no content assist, that I can see, for CLLE, much less CLP.
And not for RPG/400, which is kind of OK, except we have a lot of that from a long time ago.
