The IBM website under the heading "Support & Service" [gray heading] offers a /Support Portal/ under a heading _Technical Support_ that provides a search feature [Search Support and Downloads] that includes searching APARs for the RDi. Note: the stuff after the question mark in the following portal link are added from my IBM ID; e.g. "usen" identifying my chosen language, and perhaps other chosen settings:

The more generic and succinct link to that portal is just:

I do not know if there is a more specific search page for APAR searches of Rational products [or the Toronto support center] like there is for APAR searches of IBM i products [or the Rochester support center]. But visiting the other links under the _Technical Support_ heading under the site-level _Support & Downloads_ might be helpful, esp. when logged in with an IBM ID [which IIRC enables setting up product lists and possibly entitlement information]. The "Find info[rmation]" tab\link under the _Explore IBM Electronic Support_ [link below] provides some details about the portal, content, and search; though each just redirects to the portal for taking ation:

However, although I was able to "search" and locate the APAR SE57177, the actual content is protected [an icon of a "key" preceding it] so my clicking on the link redirects to a "Get access To entitled resources" page, because my IBM ID is a generic public ID with no entitlements associated:

Thus I believe you will still be stuck with the "need to register for support" as noted in <http://archive.midrange.com/wdsci-l/201402/msg00101.html> is required for opening a PMR, before being able to actually access that APAR [e.g. to subscribe to its content]. So although the APAR is OPEN, the information is not [yet] truly\fully "public" as alluded by Edmund in <http://archive.midrange.com/wdsci-l/201402/msg00106.html>.
