Buck is correct, it is XML Developer capability that enables the snippets
view.

as described here.
Maybe look in Preferences under General and look at Capabilities and
Perspectives there - make note of what is listed, then hit the button to
restore defaults - see if there's a change.
I don't know if that hurts anything you have - someone else can weigh in.
