Yes, I think so. Just made the jump to RDi V9.0. Here's what I have encountered:

First, customizing the toolbar isn't working consistently. When I select "Customize Perspective", the selections keep reverting to a default set of selections, even those you unchecked previously. Only if you change the selections to something different than before will the toolbar update.

I have three perspectives selected: Remote System Explorer, DDS Design and Debug. It seems that the File toolbar when unchecked affects all perspectives, whereas other perspectives remain customized for each.

And the big perspectives tab doesn't remain connected to the frame visually when enough toolbars are selected that spill onto a second row. Sometimes yes, sometimes no.

Not sure what to call them, but the buttons under the menu won't stay where I put them after I restart RDI. In particular, the group of buttons that has the verify button I'm used to having in the center of all of the buttons, but now it's at the far right. I drag the group to the center and they stay there while I have RDI open. I even save my perspective. But when I close out of RDI, and re-open it, the buttons are back into their default position.

Are others experiencing this?
