Preferences can be exported then imported. From File/export, it's in the General category.

Connections and filters are in the [workspace]/.metadata/.plugins/org.eclipse.rse.core/profiles directory which can be copied from the old workspace to the new one.

I don't know when that option reappeared but Connections and their filters can also be exported/imported in 8.5.1 from the context menu. (I just tried it and it looks like you need to create a dummy connection to have the import option appear.)
