Use or create a filter that shows you message files and/or binding directories.
Find one in the filter and right-click on it. You should see the tool in the
context menu.

Spoke too soon.

I installed the plugin and restarted RSE as it asked, but do not see it
anywhere.
Using RDP 8.5.1
