I would try starting with the "-clean" option before setting up a whole
new workspace. Also, can you see if the QB5ROUTER job is running? I
don't remember if it has to be running to set an SEP or not. It runs in
QUSRWRK on our system, but I think I've heard it can end up running in
QSYSWRK.

You may need to create a new workspace and see if the debug functions

up in the new workspace.
Worst case, you may need to reinstall WDSc.
I assume that this is WDSc and not RDI or RDP.
