You could check the Advanced Capabilities preferences. Open preferences
then click on Capabilities. Toward the bottom right of the preferences
dialog (under a box labeled "Requires") click the "Advanced..." button.
Then expand the "iSeries Application Developer". There's an option for
"iSeries Debug" under that.

That said--I recall having the same problem before, but I don't remember
having to re-enable the capability in preferences. Let us know what you
find.
