Sam,

diskTag.inf comes on the full install media.

Did you download the RDPOWER-8.0.3.zip from the FixCentral link in
http://www-01.ibm.com/support/docview.wss?uid=swg24030662? That is the
update repository. It has at the top level a repository.config file and a
file named
update_com.ibm.offering.rdpower_8.0.4.20110922_1635_from_8.0.0.20101015_0016.xml.

Yes, I tried that. But then it said "Installation Manager cannot find
any updates to install. ... "

When adding the repository I had to browse until I found a disk Tag.inf
file. Seems from browsing around that that maybe is only for new
installations. Is there perhaps another tag for updates? I tried one
named repository.config but that didn't improve anything.

Sam,

In Installation Manager, go to File>Preferences. On the Repositories
preference page, there is a preference for 'search service repositories'.
If you turn this off, it will not go to the Internet when doing Update.

I want to create a repository on a network drive, so several folk can
install the RDP 8.0.3 update, rather than everyone clogging up our
internet connection, which isn't fast at the best of times.

I downloaded RDPOWER-8.0.3.zip. I can add it as a repository to
Installation Manager, but it functions only as a new install of 8.0.3.
Every time I try to update, Installation Manager goes out to the
internet.

How do I create a repository so I can update 8.0.2 to 8.0.3?

Or is there another file I should download?
