Well, theoretically, you should be able to just drop the plug-in in that directory and it should be picked up by the underlying eclipse framework.

If you download the feature & plug-in, you should be able to extract them somewhere else and point the update manager at that location and install them.

I would focus on why the update manager isn't working ... I looked at the quantum db update site and there should be nothing wrong with it.
