It is indeed a cache issue.

Clearing the cache and restarting WDSC did not help.
But when I disabled caching, all procedures were defined in the outline
view.

The drawback is that it takes more than 2 minutes to get a refresh...

You might try loading the copybook into the workspace. That has worked
for me on occasion. I'm still using WDSc7 though.
