Well, there are two caches that can be cleared in WDSC 7.0, as I recall.
Perhaps clear them both, and if that still doesn't get it, try launching
the product with the -clear option.

It is indeed a cache issue.

Clearing the cache and restarting WDSC did not help.
But when I disabled caching, all procedures were defined in the outline
view.

The drawback is that it takes more than 2 minutes to get a refresh...
