If it's Windows 7, is RDP installed in the default location (c:/program files (x86)/...)?
There's a warning that's displayed when you install RDP on Windows 7 about installing it in 'virtualized directories' (like Program files). If it's installed there, you can't run RDP unless it's run as administrator.
The solution is to install it in another directory.
I installed it in "c:/IBM Rational" and it works fine without admin capabilities.
