Wow, ignore that. I spent so much time trying to figure it out, what I didn't realize is I was looking at another program in PDM with only a slight name difference. I was blinded by the fact that I keep getting save warnings every so often.

I've brought this up numerous times, though no one ever chimes in. Am I really the only one who ever runs into issues with saving from RDp?
I save constantly (hitting alt-f-s is a habit and I do it after almost every change). Well, the last 15 minutes I've been working on a report program. I go to PDM to compile it (b/c I still do that) and run the program - and it's as if no changes were made. Indeed, I look at the source in PDM and it doesn't have the changes I've made. (Both sources are in the same library in the same source file.)
To make it scarier, I was able to open the source in PDM in edit mode. (How clueless I'd be if I didn't have a seat of PDM to work with....)
In RDp, I opened the source via a filter.
Some other notes:
I copied the source (so I wouldn't lose my changes), and exited out of the member. I then opened it again in RDp through the filter and it opened the file with my changes. I also opened it via the Open Member dialogue and it opens with my changes. (Opened via RSE browsing through the library to the program source, and again it opens with my cached changes w/o locking the member on the i.)
I also tried closing RDp and re-opening it.
At this point I'm trying to figure out how to get my changes onto the i.
