I'm not sure, but I believe that normally the debugger will
always do a once-only stop at the PEP during program debug.
After that it stops only at the breakpoints. So it seems that
in your case the debugger does that once only stop, but does
not see the breakpoints. Are you sure that you are setting
the breakpoints in a source that is really related to the
program object?

I have an RPGIII that is called in a SBMJOB. It makes
an ILE RPG that I'm trying to debug. I set up my break points, theterminated
program stops on the first call. When I click Resume (F8) I get the
program terminated message. That's correct, the program has
