Hi Jon,
I have not investigated this but I would suspect that maybe the snippets
are dependent upon some capabilities of the XML developer tooling. Is
there a disadvantage or problem in turning on the XML tooling?

Probably the same reasoning that says you have to have XML developer
capabilities enabled to be able to use snippets Joe! There doesn't
seem to be a lot of logic behind many of these type of decisions.
