I am also running V7.6.0.1 and do find it in that location. Do you have the debug icon showing up at the top of the window? It should have a dropdown to the right of it with Debug As, Debug Configurations, etc.
I don't see it as an optional component to select when running the IBM Installation Manager, so it should be installed.
One other thing you can try is this: Click Windows, Preferences, then enter the word Debug where "type filter text" appears (upper left corner of the Preferences window). It should show you all the items with Debug available.

I recently switch from RDi to RDP and got most of my preferences
configured, but I notice that RDP is either missing or I can't find one
preference that I liked a lot in WDSc and RDi, and that is to use the
Debugger Editor when I debug a program. It used to be under Windows >
Preferences > Run/Debug > Compiled Debug. It used to be the first choice
in this window but in RDP is not there anymore and I can't find it. Did
IBM get rid of it or is it buried somewhere else? I'm running RDP
V7.6.0.1.
