Just a SWAG: If the issue is not known for sure to be a side effect of
a missing installable component, perhaps the issue could be instead,
that the debug server was not started previously; e.g. by STRDBGSVR CL
command or a GUI equivalent.?

I have STRDBGSVR in my initial program for signing on to the i. Since
I'm a green screen RPG programmer and need to sign on to test my code,
the debug server is always started for me :-)

One other thing to check in addition to STRDBGSVR is whether your i is
current on PTFs. On my WDSC 7.0.0.8, I expand an RSE Connection and
right click on iSeries Objects. Click on 'Verify Connection...' I get
the following:
