I am using RDi 7.5. I have checked the "Use this as the default and do
not ask again" checkbox and am not prompted. As a test, I just went in
to Preferences > General > Startup and Shutdown, checked the "Prompt
for workspace on startup" checkbox, clicked on Apply, clicked on OK,
shut down, and started up.

I was prompted for my workspace. The only thing I can think of is you
did not click Apply. You may want to double check your settings.
Otherwise, to me, your IDE is not working as expected in this regard.
