You can run a CL program when the connection is opened, then put that code
in the CL. Some people use that way to set the library list for a
connection, or make sure that the debug server is running.

Those jobs keep running on my i unless something kills them; the most
obvious thing being an IPL but that's not a guarantee that something
else doesn't do it. I've seen systems where the backup program brings
the machine to a restricted state in order to make sure there aren't any
locks held...

I do believe those jobs are what RSE is looking at to see if the server
is started.

Something to roll around: If you have an initial program on your profile
on the i, try adding
strdbgsvr
monmsg CPFAC00 /* already active */

to it. No harm trying to start the debug server every sign-on, and
repetitive tasks are cheerily done by the machine :-)
