ILE COBOL implements the COBOL run unit via an Activation Group. Since correct action of operations such as STOP RUN, EXIT PROGRAM etc. depend on the run unit, they will only work effectively in a named AG since the AG must be destroyed to fully end the run unit.

No "compatibility mode" option (i.e. DFTACTGRP(*YES) exists for ILE COBOL. This was a deliberate decision since it was not considered practical at the time to make the ILE and OPM run units compatible, therefore compatibility mode served no purpose.

While it is possible to run ILE COBOL in the default AG (via ACTGRP *CALLER) it is not a supported use and any problems arising are likely to be met with a "nah nah, told you so" type of response from IBM.
