I know what Justin is referring to. My casual observation is that it
places the prototype after the last "D" spec. Note that a comment that
has had the "D" removed from column 6 is no longer a "D" spec, so a new
prototype may end up above that. Ya gotta love automation...

WDSC v7 seems to work that way too. I haven't seen the problem Justin describes.
