In XP, the don't show for me when I activate the context menu by right-clicking, but they do if I use the "menu" key or the Shift+F10 shortcut to activate the context menu.

There is a setting for that, I think - yes. Right-click on desktop (or with mouse on desktop, hit that context-menu key!!0, click on Properties, then select the Appearance tab, then click on Effects - there is an option there.
