Commands can be set to only run in certain settings, Interactively, In a
batch job etc.
Perhaps during your V5R4 upgrade, the CRTCLPGM has been installed or
modified with reduced capabilities. Following is the output of DSPCMD CMD
(CRTCLPGM) on our V5R4 system. Check if your command is set up with the
required values for the Modes and Where allowed to run options.

Since moving to V5R4 on our ISeries been getting the following error when
trying to Compile a CL in WDSC. Not doing anything different than before
just right clicking on the program and selecting Compile. Everyone else
in office has same issue also. I am on WDSC 7.0.0.6 another person is on
7.0.0.4 same issue for both. Any one else have this issue?????

Command CRTCLPGM not allowed in this setting.
Cause . . . . . : The complete list of settings includes: batch,
interactive, batch control language (CL) program, interactive CL program,
batch REXX procedure, interactive REXX procedure, batch CL ILE program,
interactive CL ILE program, CALL to QCMDEXC, and various types of source
statements. The Display Command (DSPCMD) command can be used to determine
the setting in which the command is allowed. Recovery . . . : Omit the
command.
Error found on CRTCLPGM command.
Cause . . . . . : The system detected errors in the command. Recovery .
. . : See the previously listed messages in the job log. Correct the
errors and then try the command again. *N instead of a command name means
that the name had not been determined before the error was found.
