It seems to me your main reason to want a 5250 plugin is access to PDM. So you'll still need the ADTS seats anyway, no?

You mentioned that having a remote development box was causing problems for your WDSC users. What were the problems? I suspect that many of them will not be ameliorated by the plugin + LPEX setup.
