I spoke too soon. I can move the source members from one server to the other, but the text descriptions keep getting stripped out.

Here's exactly what I'm doing:
1. I created a source physical file on system A called MYLIBA/MYSRCA.
2. I created a source physical file on system B called MYLIBB/MYSRCB.
3. I have a filter in RSE for library MYLIBA on system A. I expand the filter until I can see the individual source members in MYLIBA\MYSRCA.
4. I right-click on the source member and choose "Copy."
5. I have another filter in RSE for library MYLIBB on system B. I expand the filter until I can see the MYLIBB/MYSRCB file.
6. I right click on MYLIBB/MYSRCB and select "Paste."
7. The source member from system A is copied into the source file on system B. However, the source files on system B no longer have text descriptions.

Is this a bug?

Excellent! I created a personal library on each system for my installs. The library contains a source physical file member (for all source members I want to transfer) and a save file (for the compiled program objects to transfer). I then created a filter on each system for my install library. I can drag and drop the members and save file between systems.

Actually, just tried copy & pasting a SAVF.

Seemed to work fine.

Again, the trick is RSE has to know where you want it. So you'd have
to have a library filter set up so you could use a specific library as
the target of the paste.

I simply copied & pasted a save file from QGPL using the built in
"Library List" filter.

Not sure about save files....

You might be able to treat them as a binary files through the IFS
Files subtree.  I know I've used that to move ASCII files from my PC
to a folder in the IFS.
